Bilal Bin Saqib Meets Sam Altman to Discuss Pakistan’s Role in Global AI Economy

Pakistan’s ambitions in the global artificial intelligence sector received fresh attention after Minister of State and Pakistan Virtual Assets Regulatory Authority (PVARA) Chairman Bilal Bin Saqib met OpenAI CEO Sam Altman at the United Nations in New York.

The meeting took place on the sidelines of the 81st United Nations General Assembly, with discussions focusing on how Pakistan could establish a stronger position in the rapidly expanding global AI economy.

According to Bilal Bin Saqib, the conversation covered Pakistan’s young talent, energy capacity and digital scale. The discussion also included AI infrastructure, education, skills development, talent and opportunities for deeper engagement with OpenAI.

Saqib shared details of the meeting through his social media and professional profiles, describing Pakistan’s ambition as extending beyond simply adopting artificial intelligence.

He said Pakistan should seek a role in building the wider “Intelligence Age,” highlighting the country’s human capital and digital potential as resources that could support greater participation in the international AI economy.

The meeting comes at a time when artificial intelligence is becoming an increasingly important part of economic planning, education, infrastructure and digital development around the world.

For Pakistan, the AI opportunity extends beyond the use of existing AI applications. The country has a large young population, a growing technology workforce and an expanding digital economy, all of which can contribute to software development, AI services, research and technology-based businesses.

Energy capacity was another issue highlighted during the discussion. AI infrastructure, particularly large-scale computing facilities and data centers, requires significant and reliable electricity supplies.

The inclusion of energy in the discussion indicates the importance of infrastructure alongside human talent when considering Pakistan’s potential role in the global AI ecosystem.

Education and skills development are also central to the country’s AI ambitions. Developing workers with expertise in machine learning, data science, software engineering, cybersecurity and other emerging technologies could help Pakistani professionals participate in international technology markets.

The meeting also comes shortly after Sam Altman participated in discussions at the United Nations Security Council concerning artificial intelligence and international security. Altman appeared alongside other technology leaders as global institutions consider the broader implications of increasingly capable AI systems.

Bilal Bin Saqib has also been advocating for greater participation by developing countries in emerging technology systems. In recent remarks at the United Nations, he argued that countries in the Global South should not simply adopt technologies developed elsewhere but should have a role in shaping the infrastructure, standards and rules surrounding them.

The meeting with Altman therefore comes within a broader effort to present Pakistan as a participant in discussions about the future of digital technology.

However, there is currently no public indication that the meeting resulted in a specific investment commitment, data-centre project, OpenAI office or formal partnership between Pakistan and OpenAI.

The significance of the discussion therefore lies primarily in the engagement itself and the issues raised during the meeting. Any future cooperation would depend on further discussions, commercial considerations, infrastructure requirements and relevant regulatory frameworks.

Pakistan’s potential participation in the global AI economy could involve several areas, including AI education, software development, cloud and computing infrastructure, research, startups and digital services.

The country’s large pool of young professionals could provide opportunities for international technology companies seeking skilled workers and developers. At the same time, improvements in digital infrastructure, electricity reliability and technology-focused education would be important for supporting larger AI-related projects.

The meeting between Bilal Bin Saqib and Sam Altman has consequently placed Pakistan’s AI ambitions in the spotlight during a major international gathering.

As artificial intelligence continues to reshape industries and economies, discussions about talent, infrastructure, education and access to technology are likely to become increasingly important for Pakistan’s digital development.

For now, the meeting represents a high-level discussion about Pakistan’s potential role in the global AI economy, while any concrete commercial or technological initiatives involving OpenAI would require further announcements.
